Description
The Government of Mongolia wanted to improve service quality and cost recovery of multi-utilities that provide water, sewerage, heating, and solid waste disposal services in Mongolia's provincial capitals. The Asian Development Bank (ADB) asked for recommendations on how the Government could achieve these goals by adopting alternative institutional arrangements, such as a public-private partnership (PPP) for delivery of these services.
Service Provided
DHInfrastructure advised ADB and the Government on service delivery arrangements used elsewhere in the world and recommended an arrangement that would best fit the legal, financial, and economic context in Mongolia. We recommended an "operating management contract", a lease-like PPP, to provide urban services.
